The Canadian Prime Minister Endorsed An Unprecedented Rapprochement With The EU

The country could become the European Union's first "associated member."

Canadian Prime Minister Mark Carney addressed the European Parliament in Strasbourg. He supported the proposal by European Commission President Ursula von der Leyen to make Canada the European Union’s first “associated member” and emphasized that the new partnership is not being created to counterbalance other world powers, according to The New York Times.

I am not proposing to create a third bloc that would rival the great powers, even if it were better-mannered. We do not seek power in order to dominate others.

Europe and Canada want to unite to protect their open markets, sovereignty, territorial integrity, freedoms, and the rule of law, the prime minister added. He proposed that Europe “deepen cooperation” in areas such as mineral extraction, defense, energy security, as well as in the fields of e-commerce and AI development.

Carney did not specify what “associate member” status would entail for Canada and Europe. Such a status does not exist under current EU law, and establishing it would require the approval of all 27 member states.

More specifics may emerge after the EU–Canada summit in Montreal, scheduled for October 29–30. While the Council of the EU has not yet published a detailed agenda, further details are expected to be posted on the website ahead of the event.

U.S. President Donald Trump criticized the European Commission’s proposal, calling the EU-Canada rapprochement “ridiculous” and describing Canada as a “terrible trading partner.” He threatened to impose high tariffs on Europe or halt trade in a number of goods if he considers the EU’s actions “even slightly hostile.”
