Ukraine investigates supplies of biodiesel from Belarus

Interim results of the investigation of export of biodiesel fuel by Belarusian companies will be received on August 13.

Previous predictions show that the results of investigation of the biodiesel fuel case could be announced on August 8-9.
In recent months the supplies of biodiesel to Ukraine amount to 50% of total imports of diesel fuel from Belarus.
Due to biological additives biodiesel fuel can be sold outside the Customs Union without export duty on Russian oil, which on August 2012 amounted $ 222.1 per one ton.
In early June Russia accused Belarus in re-export of Russian oil products under the guise of solvents and diluents in order to avoid paying the export duty to the Russian budget. According to the Chairman of the State Customs Committee Aliaxandar Shpileusky, all deliveries of oil products from Belarus take place in accordance with signed agreements with Russia. Later, the Russian Federation began to study the situation with the export of Belarusian oil products.
Two days ago Russian Railways blocked naphtha (gasoline) supplies to Belarus. Naphtha is a raw material for production of solvents and diluents in Bearus, which are not subjected to export duties. For five months of this year exports of petrochemical products in Belarus has exceeded 2 million tons (about $ 2.2 billion). The government of the Russian Federation has repeatedly expressed its concern about rapidly increased exports of solvents and diluents from the territory of Belarus, responsible Russian officials have publicly expressed suspicion that in economic sense exports of these products is a re-export of Russian oil without paying of export taxes to the Russian budget.
The main suppliers of biodiesel are Belarusian companies, owned by oligarchs close to Lukashenko - "Triple", "Univest-M", and "Interservice".
