Putin's Approval Rating In Russia Has Fallen To A Record Low

The number of Russians who view Russian dictator Vladimir Putin’s performance favorably has dropped by five percentage points over the past week—from 71% to 66%—marking the lowest figure in nearly four years (since the fall of 2022), reports “Agency. News” citing data from a study by the pro-Kremlin Public Opinion Foundation.

The last time Putin’s performance received a positive rating in Russia fell by 5 percentage points in late September–early October 2022, when the dictator announced a “partial mobilization,” according to Russian media reports.

In July 2026, 16% of Russians surveyed rated Putin’s performance negatively, which also marked a new high since the start of Russia’s invasion of Ukraine.

Trust in Putin, according to Russian researchers, also declined, though not as sharply—by 2 percentage points over the course of a week. Twenty percent of those surveyed said they do not trust the dictator, while 67% said they do. Both figures reached these levels for the first time since the start of the full-scale war.

The All-Russian Center for the Study of Public Opinion also reports a decline in Putin’s approval rating for the third consecutive week—to 65.1% (compared to 70.4% in mid-June). Russians’ level of trust in the Kremlin leader is reported to have fallen to 71% (compared to 76.7% in mid-June).

The reasons for the drop in Putin’s approval ratings can be explained by the issue that Russians named the event of the week—the fuel shortage. Respondents in Russia ranked the war in Ukraine as the second most important issue, followed by the problem of shelling on Russian territory.
