Budanov Issued A Statement Regarding The Shooting In Kyiv Involving Law Enforcement Officers

An investigation must be conducted to determine the details.

The head of the President’s Office and former director of the Main Intelligence Directorate of the Ministry of Defense Kirill Budanov responded to the shootout in Kyiv involving GUR operatives and the Security Service of Ukraine. According to Budanov, an investigation must be conducted to uncover the details of the “illegal abduction” and “criminal orders,” writes "Focus".

Budanov’s comment came half an hour after the SBU’s statement regarding an attack by unknown assailants on investigators working on the case of the FSB’s attempted assassination of a Russian opposition figure. The head of the Presidential Office voiced his reaction in an interview with the media “RBC-Ukraine”. Budanov’s position is that an impartial investigation must be conducted into the conflict in Kyiv. Meanwhile, the media outlet “Suspilne” published a series of photos of the courtyard in the capital where the shooting took place: it is clear that the scene is filled with several dozen SBU officers, and investigators from the State Bureau of Investigation (GBR) are also visible.

The media outlet quoted a brief comment from Budanov regarding the clash in Kyiv. According to him, law enforcement agencies have begun their investigation. At the same time, he emphasized that no one has the right to commit certain unacceptable acts with impunity, including the abduction of officers, shooting in the streets, and “giving and carrying out criminal orders.”

“The State Bureau of Investigation (GBR) and the Main Directorate of the Security Service of Ukraine (OGPU) are already handling this case; it is important to ensure a thorough and impartial investigation, but no one has the right to kidnap military personnel with impunity,” Budanov emphasized.

One of the photos from “Suspilne” shows a dozen SBU officers carrying assault rifles as they enter the courtyard of a house in Kyiv. The soldiers are in full combat gear, with their faces covered.

Another photo shows SBI investigators and law enforcement officers examining the crime scene after a shootout and the apprehension of the suspects.

Meanwhile, law enforcement officers have cordoned off the crime scene, and two SBI investigators are searching for evidence on the ground, as seen in yet another photo from “Suspilne.” In the background are about half a dozen police officers.

What Is Known About the Shootout in Kyiv and the Abduction of a Soldier

Media outlets reported on a shootout in Kyiv that took place on the night of September 2, as well as a possible conflict between the Main Intelligence Directorate (GUR) and the Security Service of Ukraine (SBU). Overnight, a series of videos appeared online in which gunshots can be heard and men in military uniforms are visible. In the morning, new footage emerged showing people in SBU uniforms filling the courtyard of a high-rise building in Kyiv, as well as two people lying on the ground with their hands above their heads. Meanwhile, a lawyer stated that the case involves Stepan Kaplunov—a Russian citizen fighting against the Russian Federation as part of the RDK. According to the lawyer, the abduction took place on August 26: he published footage showing the man being shoved into a car and driven away in an unknown direction. He also clarified that the commander of the “Timur” special unit of the Main Intelligence Directorate (GUR), with whom Kaplunov is likely associated, arrived at the scene that night.

On the morning of September 2, the Security Service of Ukraine (SBU) stated that it had foiled an assassination attempt on a Russian opposition figure whom the Russian Federal Security Service (FSB) sought to kill. The Main Intelligence Directorate (GUR) published a similar statement, but later removed it. Meanwhile, law enforcement officials reported that they were conducting investigative activities regarding the opposition figure (name not specified) when they were attacked by unknown assailants. “Alpha” unit members were called in to assist, and the attackers were detained; they turned out to be active-duty personnel from one of the units of the Defense Forces.
