Lukashenko Signed Six Secret Decrees

For the construction of a pulp mill in Novopolotsk.

Lukashenko signed a decree “On the Investment Project,” which outlines measures for implementing the project to build a pulp mill with an annual capacity of 800,000 metric tons on the premises of the Novopolotsk BVK Plant RUE. The decree was officially published on October 17.

Two provisions in the published document are not classified: the repeal of a number of previous decrees related to the plant, and the immediate entry into force of the new decree. Clauses 1, 2, 3, 4, 6, and 7 are marked “for official use only.”

The reason for such secrecy surrounding the pulp mill is unknown.

The Novopolotsk Plant for Protein and Vitamin Concentrates began production in 1978 and ceased operations in 1995. In the 2000s, the plant was repurposed to produce feed protein from grain waste. Subsequently, attempts were made to establish oil product refining, battery production, and the manufacture of specialized machinery there, but these projects were ultimately abandoned.

In 2012, the BVK plant was transferred to Interservice LLC, which was owned by Nikolai Vorobey, a sanctioned businessman close to Lukashenko. It is possible that the new classified decree is related to him: on October 15, Lukashenko openly promised Vorobey new land and subsidies. He said that Vorobey’s livestock complex needs feed.
