The U.S. Department of State announced sanctions against Armory Alliance, a company registered in Belarus. The U.S. agency believes that the firm is helping Tehran acquire man-portable air defense systems (MANPADS).
According to the State Department, Armory Alliance acts as an intermediary between Chinese and Iranian companies and is involved in the delivery of hundreds of such systems. The company’s CEO, Mohammed Ali Tolibov, was also added to the sanctions list.
Restrictions have been imposed on Alisher Domullojanov and the Nigerian company Vanguard Tactical Supply Limited (Vanguard) on similar grounds.
The agency emphasized that new measures continue Washington’s systematic campaign against Iranian procurement networks linked to MANPADS. “Taken together, these actions shut down additional channels that Tehran uses in its attempts to rebuild its arsenal, while also increasing the risks for intermediaries and suppliers from third countries,” the statement said.
The statement also noted that the sanctions are intended to uphold compliance with the UN arms embargo against Iran, which was reinstated in September 2025. The embargo prohibits UN member states from supplying such weapons to Iran.
