Private Air Defense In Ukraine Will Operate Under A New System

The Cabinet of Ministers has released the details.

The Ukrainian Cabinet of Ministers has expanded the capabilities of private air defense companies and refined the operating rules for this pilot project.

This was reported by the press service of the Ukrainian Ministry of Defense.

The changes are intended to strengthen Ukraine’s air defense capabilities at a time when the enemy is intensifying air attacks on critical infrastructure.

How private air defense operations will change

The act adopted by the government provides for six key changes:

companies that have already joined the private air defense system will be able to defend not only their own facilities but also those of other companies under contract;

provision is made for the transfer of air defense assets for use between authorized enterprises based on a joint decision with Air Force command;

New criteria have been added for enterprises to participate in the pilot project: having “Defence City” resident status and/or being designated by the Ministry of Defense as a critical enterprise;

The possibility of using manned aircraft as part of air defense groups;

The scope for the use of interceptor drones has been expanded—regulations have been established governing enterprises’ use of combat units and electric detonators;
The minimum age for members of enterprise air defense units has been lowered from 21 to 18 years.

At the same time, private air defense operates under the control of the military command and within the framework of the unified air defense system of the Armed Forces of Ukraine.

What does private air defense protect, and how many targets have already been shot down?

The private air defense initiative allows enterprises to provide additional protection for their employees, production facilities, and energy infrastructure, which are systematically subjected to attacks by enemy unmanned aerial vehicles.

In addition, this solution allows for the rapid scaling of air defense capabilities without placing an additional burden on the Ukrainian Defense Forces’ air defense system. As reported by the Ministry of Defense, private air defense groups began combat operations in the spring of 2026.

As of mid-October, approximately 100 companies had joined the private air defense effort. They have already destroyed more than 60 aerial targets, including Shahed-type strike drones and Zala-type reconnaissance drones.
