The final draft of the memorandum consists of 14 points.
Iran has included a demand for $300 billion in economic recovery funds in the draft memorandum with the United States. This was reported by the agency Mehr citing sources familiar with the document's contents. According to the agency, the draft memorandum consists of 14 points and provides for the gradual normalization of relations between Tehran and Washington. Among Iran’s key demands are the complete lifting of sanctions and the naval blockade, the release of $24 billion in frozen assets, the cessation of hostilities in Iran and Lebanon, and the withdrawal of U.S. troops from regions adjacent to Iran.
A separate section of the agreement concerns the nuclear program. Iran is prepared to reaffirm its commitment to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and begin 60 days of negotiations to reach a final resolution on nuclear issues. According to Axios, as part of the agreement under discussion, Iran is also prepared to commit to not developing nuclear weapons and to limit the level of uranium enrichment under the supervision of international inspectors. The publication notes that these provisions generally align with U.S. requirements regarding the nuclear program.
According to the memorandum, the final agreement must be approved by a UN Security Council resolution. A special monitoring mechanism is proposed to oversee compliance with the agreements. Iran’s Foreign Ministry stated that the published document is not yet the final version and still needs to be finalized.
On June 11, U.S. President Donald Trump stated that the agreement is in the final stages of preparation. According to him, the parties only need to sign the documents. Iranian Foreign Ministry Spokesperson Esmail Ibrahim reported that work on the text of the agreement is practically complete in its main aspects.
