Shortly before the start of the harvest season, the Russian agricultural sector faced acute fuel shortage and a sharp rise in fuel prices, which threatened the harvest.

According to the Center, industry representatives are openly warning of the risk that the harvest could be disrupted due to high fuel costs. At the same time, Russian government agencies continue to assert in their reports that the agricultural sector is allegedly fully supplied with the necessary resources.
“The situation on the ground is catastrophic: farmers are reporting en masse that fuel costs are ‘unbearable’ and are openly warning that they will be unable to harvest their crops due to a lack of funds. At the same time, Russian government agencies and departments paint a parallel reality in their reports, claiming that ‘the sector is fully supplied with fuel,’ the Center for Political and Economic Analysis (CPEA) noted.
The Center for Political Analysis emphasized that the fuel crisis once again demonstrates the Kremlin’s true priorities, as it directs its main resources toward supporting the military and the military-industrial complex.
According to estimates by the agency under the National Security and Defense Council, a significant portion of available fuel is used for military needs or exported through “gray” channels to generate foreign exchange revenue. In contrast, civilian sectors of the economy, particularly agriculture, are funded on a residual basis.
“All available resources are directed either toward meeting the needs of the military-industrial complex and the army, or toward ‘gray’ exports for the sake of foreign currency revenue. The civilian sector—particularly agriculture, on which the population’s well-being depends—is funded on a residual basis,” the Center for Countering Disinformation stated.
